How do the organizer (you) cancel a ticket?

Go to "Create & edit" in the Ticket section. Find the relevant ticket type and click the link where it says how many tickets have been sold.

A list of registered persons now appear. Click on the 3 dots at the right (at the person you want to cancel) and choose "Cancel ticket". "Cancelled" will appear under status. 

Remember for paid tickets to refund the money

How do an attendee cancel a ticket?

An attendee can only cancel a ticket if you have allowed cancellation of tickets. Please read this article: Set rules for ticket cancellation 

Once you have allowed cancellation a link "cancel ticket" will appear in the email the attendee receives right after registering for the ticket (the same email as where the ticket is attached). 

If the attendee clicks "cancel ticket" s/he will automatically get a confirmation email. If you go to the section "Check-in you will be able to see the persons who have cancelled their tickets.
